Biography

Heather White has represented issuers, underwriters, and borrowers in a wide variety of public finance transactions, including general obligation bonds, revenue bonds, lease revenue bonds, certificates of participation, and commercial paper programs. Heather also has experience with syndicated loans, direct purchases, letters of credit, and liquidity facilities.

She has been involved in financings for cities, counties, school districts, airport authorities, port authorities, transportation authorities and 501(c)3 organizations.  Representative clients include the Port of Oakland, the Los Angeles County Metropolitan Transportation Authority, the Airport Commission of the City and County of San Francisco, and the University of the Pacific.  

Ms. White taught legal writing at the University of Hawaii, William S. Richardson School of Law in 2011.
